The Telephone call sent a
chill down David Marchant's
spine that he couldn't shake for almost four day. In October 1998,
less than two years after he launched his company,
Offshore Business News & Research Inc.
(OBNR) and its flagship newsletter,
Offshore Alert, Marchant
received a call from a Russian man with a booming voice who
identified himself as head of security for the Antigua-domiciled
Caribbean Bank of Commerce. The "bank" was chartered by the
fictitious Dominion of Melchizedek and operated on the Internet.
Marchant was investigating the
bank because of widespread allegations of fraud.
Marchant says he was told "you
have no idea who you are dealing with", that "it is convenient that
you are based in Miami" and that "the bank will take whatever action
is necessary to protect itself." |
